A Message from Sheriff Derrick Palmer
When you are issued a permit to purchase a handgun, it is my duty to ensure that permits are issued only to responsible, law-abiding applicants. A great dealof effort has gone into achieving this end.
I would like to offer you a few suggestions concerning the use of your handgun:
Always store your weapons out of reach of children or irresponsible adults.
We recommend using a gun lock. Please help prevent unnecessary accidents and tragedies, put a lock on all your firearms.
Record the brand name, model and serial number of your handgun and keep the information in a safe place. If your weapon is lost or stolen, report it immediately to the nearest law enforcement agency and give them the information about your gun.
If you decide to sell or dispose of your handgun, ensure that this is done in accordance to all local, state and federal laws.
Used properly, a handgun will provide you with years of trouble-free service and harmless recreation. When used improperly or carelessly, tragedy can result!
I strongly urge you to get professional training. It is essential to the safe and legal use of any handgun. Please consult the yellow pages of the telephone directory for a location convenient to you.
In the future, should you decide that you want to sell your handgun to an individual, there are guidelines you must follow to avoid being charged with a misdemeanor under North Carolina General Statute, (N.C.G.S 14-402) the following steps must be followed:
You must obtain a permit to purchase from the individual purchasing the handgun from you. On that permit to purchase, you will need to list the make, model and serial number of the handgun you have sold to the individual.
You, in return, will give the individual a notarized bill of sale with the make, model and serial number listed on it. The notarized bill of sale will suffice as proof of ownership for the individual who purchased the handgun from you. These documents should then be stored in a safe place.
Following these guidelines will prevent either party from being charged with a misdemeanor violation.
Remember, handguns are deadly weapons. Be Careful!
