DECLARATION OF A LOCAL STATE OF EMERGENCY
WHEREAS, the World Health Organization has declared a global pandemic due to the COVID-19 virus, AKA the novel Coronavirus; and
WHEREAS, The President of the United States of America, Donald J. Trump, has declared a national state of emergency due to the outbreak of COVID-19; and
WHEREAS, The Governor of the State of North Carolina, Roy Cooper, has declared a statewide state of emergency due to the outbreak of COVID-19 pursuant to the authority vested in him by NCGS Chapter 166A; and
WHEREAS, Cherokee County Emergency Management has an Emergency Operations Plan in place and has been working with Cherokee County Public Health, Cherokee County Administration, North Carolina Emergency Management (NCEM), North Carolina Department of Health and Human Services (NC DHHS) and the Centers for Disease Control (CDC) to implement the plan when and if COVID-19 appeared in Cherokee County; and
WHEREAS, the health and safety of the citizens and visitors of Cherokee County are of paramount concern to the government of Cherokee County; and
WHEREAS, an imminent threat to public health now exists within the confines of Cherokee County; and
WHEREAS, North Carolina General Statute 166A-19.22 vests authority in local governments to declare states of emergency in case of an imminent threat to the public health.
WHEREFORE, The Honorable Roy Dickey, Chairman of the Cherokee County Board of Commissioners, pursuant to the powers vested in me under Chapter 166A, Article 1A does hereby:
